Summary

This webinar aims to guide parties involved in contracting dredging works – such as ports - to
navigate potential obstacles on the way to a successful operation.

The CEDA Dredging Management Commission presents this webinar based upon its guidance paper that serves as an easy-to-access procurement guide. It is aimed to assist all contracting parties to manage risks and opportunities with projects such as maintenance or capital dredging, land reclamation or coastal protection, which can be subjected to different contracting models.

In the webinar, Charles Wilsoncroft, partner at HKA and chair of the CEDA Working Group on Effective Contract-Type Selection (WGECS)and Claudia Knijnenburg, Senior Buyer Infrastructure, Port of Rotterdam, and WGECS member, will converse with Ines Nastali, editor of Ports & Harbors, about:

  • The procurement process, including some important considerations that should be taken into account by parties establishing a procurement route;
  • Key Aspects, which could be appraised and utilised to assist in the determination of the contract-type selection; and
  • A method by which these Key Aspects can be valued and analysed in comparison with different contract types which can further aid the selection and justification for selecting a specific contract-type.”

The webinar will be introduced by Koos van der Geer, project director at Van Oord and chair of the Dredging Management Commission, and moderated by Roderik Hoekstra, Consultant Coastal/Offshore Engineering at Deltares.

Roderik Hoekstra

Charles Wilsoncroft, partner at HKA, is a Chartered Civil Engineer, a Member of the Institution of Civil Engineers and a Member of the Chartered Institute of Arbitrators. He has over 20 years’ experience in construction working for a major civil engineering contractor, the United Kingdom’s inland waterways authority and now HKA. He has amassed a broad range of experience in advising clients for marine projects including procurement and project advisory, handling contractual claims, formal dispute resolution and expert witness work. He is a member of CEDA’s Dredging Management Commission.

Claudia Knijnenburg is a senior buyer infrastructure and category manager dredging in the procurement department at the Port of Rotterdam. In this role she develops sourcing strategies, executes procurement procedures and advises project teams on both maintenance and capital works. She was involved in the tender processes of the Maintenance dredging contracts Rotterdam 2020 and the Deepening of the Nieuwe Waterweg. She has over ten years’ experience in contracting dredging contracts, starting at Rijkswaterstaat (Dutch executive agency of the Ministry of Infrastructure and Water Management) and since  2012, at the Port of Rotterdam.
