Abstract: Rotterdam is creating a prime new European location for port activities and industry in the North Sea. Maasvlakte 2 encompasses 1,000 hectares of industrial sites, immediately adjacent to deep waters. The Maasvlakte 2 is part of a larger scheme that includes better use of the existing port, projects to improve livability in the region and development of new nature. From the start of the project an open transparent process has been organized to involve stakeholders. The strategic approach for the management of the stakeholders has been based on the principles of mutual gains.
